Howard Walters
Project Coordinator


Howard Walters Howard Walters has a background in data analysis, program/project evaluation and policy analysis. His work has focused primarily on homelessness, neighborhood development, and academic achievement of minority students.

Howard is currently working on several projects at OMG including the Model Classroom Project Evaluation of the Children's Literacy Initiative's approach to introducing best practices in literacy education to high needs schools, and the evaluation of Wireless Philadelphia's Digital Inclusion Program (DIP). He is also working on the Robert Wood Johnson Foundation's Increasing Diversity in the Evaluation Field project, which is designed to deepen the evaluation profession's capacity to work in racially, ethnically, and culturally diverse settings.

Prior to joining OMG Howard was a Research Analyst with the People's Emergency Center (PEC) where he managed the agency's SQL server based databases used for case management and program referral services, and he conducted data analysis to identify client needs for program improvement and funder reporting purposes. Also, he worked with PEC's policy staff to design and implement a city-wide survey of transitional housing agencies in Philadelphia, which had influence on the City of Philadelphia's Ten Year Plan to End Homelessness Housing Workgroup.

Howard holds Masters degrees in Social Service and Law and Social Policy, both from Bryn Mawr College, and an undergraduate degree in Sociology from Millikin University.
